This celebrity rendering of Matthew McConaughey is done in multi-color pen & inks. The base of the drawing is done with black pen & ink and then I use the color to fill in the details. I generally put yellow as a base color for the hair and skin. However, the skin can look too bright if I lay down too much yellow, and make the person look like a corpse.

Characteristics of this celebrity draw are the alignment of the color inks with the black ink. I want the black ink lines to be a foundation for the rendering. Also, I have made the lines far enough apart to allow for the colors to blend together. If you work the lines too tightly then the image gets crowded.
